Hidden Agenda Agenst Majority community of UPA


 INJUSTICE TO PhD RESEARCHERS BELONGING TO MAJORITY COMMUNITY 


            This is a matter pertaining to scholarship for Post Graduate qualified students to do PhD research under various universities and institutions in India during the year 2009-10.  The Government of India have decided to enhance the total scholarships granted by Ministry of HRD to double from previous number of scholarships of the past with simultaneous enhancement of amount.

            There were four advertisements issued separately calling for applications from researchers registered and under registration for scholarships for PhD as under:
(i)     For General candidates
(ii)   Indira Gandhi Scholarship for girls
(iii) Rajiv Gandhi scholarship for SC / ST and
(iv) Maulana Azad scholarship for Minority Community researchers

Out of the above four, all except general candidates have been awarded scholarship to total number nearing 2600 researchers whereas, no scholarships, although published in the news paper calling for applications have been granted to general candidates.

There appears to be a hidden agenda in giving all benefits to Minority Community and girls.  What is the fate of general candidates who are not covered under the schemes is not known.  The asset created in the public exchequer, earmarked for scholarships, has been utilized only for minority sections of the society.

If this situation is allowed to continue, it needs to be challenged before the Honourable Supreme Court for conspiracy by Government agencies who are favouring one section and at the cost of another, in the society.

It is also a fact that the scholarship granted to researchers under various universities are at the rate prevailing before 1975.  For example scholarship for GATE qualified Post Graduates in professional area are required to be given scholarship at a higher rate but in Kerala University this rule is not enforced and perhaps the Government of India ignores the researchers under Kerala University and such universities working in the locations ruled by opposition political parties of the centre.

This situation is effecting the poor scholars from Majority Community qualified for higher rate of scholarship but for their region/ religion they were discriminated by the UGC, CSIR and Ministry of HRD.

This matter is necessary to be brought to the notice of all members of parliament and heads of political parties to realize the on going discrimination prevailing in India, during the tenure of UPA Government at the center.  The researchers have no affiliation to any political parties but for the benefit of vote and for wooing the particular sections of the society the Government is deliberately discriminating the Majority Community who are deprived of their eligible benefit / share.

This subject will be brought to the notice of all intellectuals so that some wisdom may be inculcated amongst the ruling political parties.  The scheme is again repeated for current year also in the same manner excluding the general candidates of Majority Community.
